Did any one even make the guy and offer?
If the guy is a Capitalist business man he would sell to the highest bidder. The up side of urban sprawl is that property values go thru the roof, so if you have been there for 50 years you stand to make a terrific amount on resale.
If your community feels that there has been 50 years of abuse done to 6 acres, buy it clean it and do what ever the hell you want to do with it. The council woman doesn't want to solve her little problem by acquiring the property by legal and tasteful means, she wants to take it by force and throw the occupants in jail. Isn't that just a little scary?
People have forgotten the purpose of government, and that the primary concern of government is LIBERTY.
