The photo shows the rear suspension- what there is of one,has a traction bar bolted to a bracket welded to the frame. Definetly not factory. And, since it is in Pennsylvania, it was made for harvesting hardwoods, a use that would take advantage of the cammo paint scheme to sneak up on the wiley cherry trees!
