Brake Help

I have chronic brake problems on my 61'WM300.
Pedal goes almost to the floor. I can stop it, but not with confidence. Here's what I've done:
-New master cylinder from VPW although I think the old one was fine.
-Pulled all wheels to inspect for leaking wheel cylinders and worn linings. All OK.
-Adjusted shoes, heels first then toes.
-Replaced all flexible brake lines.
-Bled all wheel cylinders. Sequence (from front of truck) LR, RR, LF and RF. Have a MICO brake setup that I didn't bleed.
-Checked pedal travel before master cylinder is engaged. Maybe about 3/8 - 1/2" of travel.
-I do not have a vacuum booster.
-This truck has under 8K original miles on it.
This is a pretty simple system, but it's driving me nuts. The only thing I haven't done is turn the drums. When adjusting, I can feel a very slight high spot on each drum and I'm adjusting until I feel no drag anywhere.
