You pretty much got it. Corporations that have plant emmissions are taxed on thier level of emmissions, but they are given credits for removing other sources of pollution, which are traded against their plants output of emmissions. They are given credits by the AQMD for any vehicle older than 1973. That's why they pay you for old cars and that's why SEMA and other classic car organizations (like the DTA) are fighting these crusher laws. Soon there will be no old iron left. Many States have copied CA in this program, and it's use continues to spread.
