Yes, basically. The spring loaded relief feature of the pressurized cap would have to reach way down in the filler neck and seal on the shelf below the overflow tube. The cap itself would still have to make a perfect seal at the top of the overflow tube, but the spring loaded part down inside would release at a predetermined pressure and let the coolant excape out the overflow tube either to the ground, or tank if so equipped. The distance to this shelf on the overflow tank is shorter than that of the radiator, but if you pressurized the radiator, there would be no need to pressurize the tank also. I would probably have no concern about the strength of the radiator core and tanks under pressure as this is the old "fold over" design of soldering the lip once and folding it over and soldering again. Very strong. Old tractors, bulldozers, and other heavy duty applications used this design. Tricky to work on and get it right the first time. Must solder the second fold without weakening the solder on the first layer. Radiator guys typically hate working on this kind of system. I do agree however with Paul's concern about the strenght of the heater core under pressure.
