Oops - I see that it does have the ballast resistor - and you've replaced it. Still, sounds like the symptoms.
For a test, jumper the wires on either side of the resistor together and see if it will start. Do NOT run like this for long, it'll burn up your system - just long enough to see if it solves your problem.
