Just frozen in time. Soak them with stuff like WD40 or rustbuster. Gently tap them with a hammer. Let it soak a few days. They do come up from the bottom. The top of the bolt is suraded. Be carefull not to mushroom the bottom of the bolt. Then it will never come out. Good Luck The Dodge Boys!!
