The water gets in and corrodes the chrome-plated plastic reflector and then it's not very reflective any more. I had one that got all rusty inside and I improved it somewhat just by spray-painting over the rust with silver paint. If it's the lens, you could just throw it away and duct-tape some plastic over the hole. If you don't like the looks of that, maybe just mount a couple of good old steel headlight buckets on the fenders and install good old standard headlight bulbs in them.
