CA has some weird title thing, where you HAVE to carry non-op tiles on some things, and you have to pay some fee if you buy a truck and don't remove it from the state in a certain period of time.

There is also some kind of exception when you bring something in from overseas, and then title it, I think you are somethimes forced to pay import duties, and those can help wave the state tax, but I am unclear on that.

I know about the CA thing because I was going to buy a truck there, and I was told it could not be stored without paying title fees.

I have brought several trucks home from out of state, and then titled them, the DMV NEVER asked for proof that I had paid any fees in the other state, I paid the correct tax for what I paid for the truck, and paid my reg fees. End of story.

Also, here in WI, I have titled and plated trucks that were in pecies, and nobdy EVER wanted to inspect them. My part of the state does not care, if I have a title, I can transfer it to WI, if I do not have a title, it gets a bit more funky, and therefore I have never dealt with that.

If I already own the title to a truck, then things change, in WI, I pay sales tax, but if I transfer a title in my name to CO, I only pay the reg fees, no tax.

That is because I already own it, and don't have to pay for the value of the truck.

Some states make the reg fees based on value, and that would effect the cost, but it is still not a sales tax.
