wide steel wheels have a tendency to get bent /sprung - the wider the wheel the easier they get bent
alloy wheels do bend but do not get out of round so to speak
the correct rim for a 12 x 16.5 is 9.75 (inner flange to flange width outside flange to flange will be 11 or 12 in)) x 16.5 dia
anything narrower will not allow the tire to seat / run correctly and could cause problems
if wheel size is correct then jack up a wheel and rotate with dial indicator and check the runout on both inner and outer bead seat areas + lateral runout
wheel problems translate to tire problems
