It must have been more that 2qts shy if it didn't even touch the dipstick. The only other factor might be that if the engine (and weather) was very cold and the oil was thrown up in the heads and the reading was taken before the oil had time to drain back down. I know it takes a few seconds after an oil change to get the oil filter full and build up pressure.

The other factor might be the viscosity of the oil you are using. If it were a straight 30wt or 40wt, it would be more prone to this than a 10-40wt.

What was the outside temp and oil weight?
