I vote tire shop.
worked with a guy when I was a kid that had this dent in his face from a tire ring.
the garage that I worked at as a kid had a cage that we filled the split rings up in and it had many dents.
even the grisley (sp) old timers would not have thier hands in there when filling one up for the first time.
I did see some of them wrap a chain losely around/through the rim when takeing them off.
