Should be a check valve in the fuel pump already

An electric pump will fill the carb bowl for you, But the bowl shouldn`t go dry. It is a carb problem (Tug boat) you may have 2 problems try pulling the line off cranking eng. & pump it into a container. There is a spec for the amount of flow maybe someone has it handy. Check the pressure at the same time. I recall problems with the Carter on mopar big blocks (4bl) boiling the gas when hot, after shut down, flooding the engine & emtying the bowl= hard starting hot, & long cranking cold. This was many moons ago (70s). Hope this may help.
