Particularly when sand/media blasting isn't feasible or practical, a 3-4,000 psi pressure washer with a good cleaner/degreaser works very well.
Our Prep-Step is one such product that helps with this, plus it also conditions the steel surface by phosphatizing & adjusting the pH, both of which have been known for many years to promote paint adhesion.
We know it works well in combination with Zero Rust, 'cause we've seen it used over & over again.
Both are inexpensive products and Prep-Step is biodegradable and easy on the birds & the bees.
