contact the DMV and find out what you have to do..
i made a phone call here (nevada) got detailed instructions mailed to me
1. get notarized bill of sale
2. get data from 7 neighboring states
addresses and fees listed
just sent a form letter to each
3. get vin inspection
called DMV an inspector came to the house
and verified the vin
4. go to dmv office with all paper work
5. sign statement of fact
6. pay 32 bucks or so
7. get title
followed them
got title
no big deal
each of the 7 states charged from 4 to 5 bucks to do a title search
so with postage the whole thing came out to about $70 or so
I do not know about other states DMV but nevada is very helpful and easy to work with
just follow the instructions
you might try PA first
each state is different
