Yes this a rich condition by the evidence of black smoke. It could be the inlet needle and seat no seating out due to wear or foreign material in there. or could also be from improper float adjustment or floats that are saturated with fuel or have fuel inside of the float tanks. Typically this is checked by measuring the weight of the floats compared to the specifications of float weight.
