There is nothing unusual about this procedure. It is done all the time all over the country. Several companies specialize in unloading cars loaded with crushed stone or sand and gravel. You will notice that the bucket and outriggers have guides on them that allow them to slide along the top of the RR car. They mount and dismount from the cars like this so they do not have to have a ramp at each unloading location. I was involved in these operations way back in the earily 1980"s, and it is safe with good machines and experienced operators. Never saw an accident in the ten years I worked with these operations.IT does look scary though.
