Not having seen a late model B series engine breather I'm guessing that is what you're looking at. In our fleet we have M-11 Celect, ISM, and ISC Cummins with notoriously wet breather tubes that get pretty gooey on the bottom 2-3 inches. Even the new low mile engines have a significant amount of fog coming from the breather and it does make a mess eventually in that area just from the vapor. As far as oil dripping on the pavement, it's not been a problem yet with the older engines approaching 250k miles. If a wet breather is bothersome a guy could invest in a Walker Airsep system to put the vapor into the turbo inlet and excess oil back into the crankcase. You'd have no more stinky fog/oily breather yuck to contend with.
