Since you refreshed your browser you realize that your local computer stores or "caches" web site information. What you may not realize is that your ISP may do the same thing on their servers to increase your speed. If they have corrupt data on their servers you might be seeing the pages that they are serving up, not what is actually on the web site. Or you may have attenuation or noise on a telephone line somewhere that is causing flow control issues (since a modem is a serial device). If you use a dial up connection and continue to have problems go into the modem settings and keep dropping the top speed down until it is corrected. If you have to drop your speed down to unacceptable levels, you might have the phone company do a noise test on the line. Fair warning-acceptable noise levels for voice lines are usually poor for data.
