Engine Timing and year question.

1. What year is a "T310-26445"?

2. Engine has the following non-vacuum distributor: Part # 930366 IAD 4201-1 8D136046.

3. Service Manual says to turn the dist to set the timing. The only thing that moves is the plate at the bottom of the dist, but not the dist body. How do you turn the dist body?
