Best way to buy a Power Wagon is to do so ignoring the mechanical condition. You can restore anything mechanical, & Power Wagon's are an easy rebuild. As for a rusty body....there's no cure, only patching.
Look for a mint body & you'll save a ton of money even if there's no engine in it at all. Take it from someone who just spent $5000 having a cab restored properly....not counting the doors.
