I have heard of that, as well, although it would be difficult to do that with the flatheads, because of the construction of the engine block. The block has a much smaller diameter "lip" that extends into the opening behind the main hole that the plug fits into. The plug sits against this lip, so it would be tough to push the plug in beyond that.
And you're right, I would have seen the plug if that had been the case. I could see all the way into the water jacket with no problem, and there was nothing in there except a small puddle of leftover antifreeze about 1/2" deep.
