Make sure the shoes are fully released by the hex heads on the back of the wheel housing. They have an eccentric that does the coarse adjustment. If the drum is loose but just won't quite come off, take a screwdriver and clean the accumulated junk from the inside back of the drum rim. Sometimes they get a little cocked and just won't come loose.
