I have never seen anybody take the upper cams off. They are assembled in position then if I remember correctly the shaft is crushed/staked at the cam end. They would be a real pain to put back on with the spring pushing back at you. Best to sand or media blast them then make sure that they rotate. Then put a good primer and paint on them. If the cam is loose I have seen them welded to the shaft. Do not think that that will have any adverse affects.
