Oil Seal question

I pulled the hubs on the front axle to remove the brake backing plate for restoration, and noticed a small amount of oil that came out of the axle. Does this mean that I will have to replace the oil seals?.
If so should I buy the puller that is advertised occasionally in the PWA?
