You seem to be saying two things that dont go together. If your system is an 'open spool' valve, most are, then when the valve is sitting in netural, the hydraulic oil is just going thru the valve and back to the pump. When the spool; valve is operated in either direction, the flow of oil is diverted to go to the cylinder and make it move.

So, it appears you may have 2 problems.
1st. There is a problem with the engine not coming up to speed set by the throttle or governor.
2nd. If your pumping more oil than your hoses
(size), fittings (size), or cylinder can handle, you will see two things. The cylinder will try to move quite quickly and you will hear the motor lug down against the presure its building by the restrictions.

I need to know the size of the cylinder, size of the ports where the hoses hook up, GPM of your pump, size of hose your using. Then we can make some determinations.

I have done a lot of hydraulic work, you cant put a valve in to limit flow, you will just raise the presure and possibly even put the system into by pass.
