Try a drift punch that is just smaller than the hole the cotter pin goes through. You should be able to tap the remainder of the cotter pin on through from one side to the other.
Also, I suggested earlier about some small screws through the face the drum that held the drum in place on a Ford I worked on years ago. Do you see any thing like that? I think they screwed into part of the axle flange.
