I had one like this awhile back.

Look closely - there is a reason why its not coming off. Understand the problem / change the cause. My drum was hung up on the wheel studs because it was seperated from the flat plate. Twist / spot weld - came right off - with [large] puller.

Push comes to shove, you can torch/grind/air chisel either the drum or the backing plate, whichever is easier to replace.
