What happens is the drum wedges (expands) on the axle when it's tightened by the axle nut. When rust forms it wedges it even more because you then are working with a rough surface. Keep the puller tight, use a 10 or 12 pound sledge and the hits, kick'em up a notch until the drums break free. Your right, they are stuck and are going to be tough to break loose. Take it as a progression applying more force till they break loose. Keep trying, but if you get to the point where your afraid to go further, you may want to talk with a local wrecking yard about having one of their guys come over and break'em loose for a fee.
