There is a puller made for the flat fendered Power Wagon. It looks a big C-clamp. One end gets snugged up against the bottom of the steering wheel, the other end gets tightened up against the steering wheel shaft. The screw is tightned, then you just whack the end of the tightening screw with a hammer and the wheel will pop off.

The problem is that these pullers are rare.

There aren't any threaded holes in a power wagon steering wheel that a modern puller can attach to.

I have heard of people applying pressure with their thighs under the wheel, while they tap on the steering wheel nut and shaft, being cafeful not to damage the threads. I have not tried that myself.
