For my money, it would be the the Milwaukee 7 inch hand held grinder resembling the one in the link below. It has veriable speed, you can change from sanding disk to wire brush, to grinding wheel in just a minute. It has tons of power and won't bog down. The company stands behind their product. I have put mine through all kinds of tough treament and it has never let me down. I would reccomend you go to a Good Tool Store and ask them about this one. I paid about $230 for mine back when, but it can probably be found now for less. One caution. The guard is optional but absolutly necessary for safety. I am too embaressed to tell you why I know this.
