tool info needed

I currently do not own any type of handheld power grinder. Can anyone recommend a single tool purchase that would be a good "do it all" choice? Is there a single tool that can be used with a cutting wheel disk (like for cutting apart arcwelded steel plate) (note, I don't have a torch yet either!!); that can also be used with a flexible pad as a coarse grained sander (like for doing the initial stripping of paint off of doors, fenders, running boards, etc., before using an air DA sander); AND could also be used with a grinding disk like for pre-weld metal prep? What would be the best disk diameter to get? Would there be an air tool that would be better that electric? What amperage is recommended? Would all my applications be better approached by purchasing two tools, and if so, what? What are some opinions of brands to go for or to stay away from? Thanx ahead of time, Bruce
