According to the Crestline book "The Dodge Story" by Thomas A. McPherson, 1939 was the year Dodge introduced the domestic COE (not to be confused with the Dodge COE made in England, which predates it but is a different design). Crestline books are sometimes inaccurate, but from the original ads I've seen, I think this is pretty accurate.

There are two examples of Dodge COE's being used by the military in WWII, and the cab designs are the same as the 1939-40 civilian models, sans chrome.

One example is in the 1-1/2 ton 4x2 section of "US Military Wheel Vehicles" by Fred Crismon. These are dated "late 1941".

The other is a much heavier WK60 3-ton 6x4 breakdown truck, built to British specs with Commonwealth pattern rims and axles. The cab is close to if not the same as the 39-40 civilian COE, but has true flatfenders! There's a photo of it on page 59 of "Military Vehicles of World War 2" by John Church.
