you can't get to them as they are in between two panels.
You can gently heat the stud to remove it, but if you use too much force you will break the spot welds on the captured nut.
They can be replaced by welding a flange onto the nut and working it into position, but it is a pain.
Welded rear fenders are not uncommon due to all of the above.
