If you can't get her to stay put, maybe you can go to southern oregon instead of northern cal. Check out Grants Pass / Ashland / Rogue River area from crater lake to the ocean. It looks about like northern cal, but less gov't BS. Of course if it's the family thing I guess she's gonna want to go wherever her kin are.
