I agree. You can not get to them. It is common for the rear fenders to be welded on. Cut the welds then heat any bolts left and slowly work them out. If they break then drill out what is left and clean out the threads in the nut. If you screw up and destroy the nut or it is not there then I would take a nut and weld it to a washer the weld the washer with the nut on the top or into the body. THere are nice little cut outs that the washers can fit into. I had to do this to several nut on my WC 53. They will be easy to remove if needed. Just cut the welds which are on the out side of the washer.
