I have a run-down truck but should I keep it?

As some of you may know by now I am restoring a '62 Power Wagon. However, I am not willing to spend much more than a thousand ($1000) dollars on make the truck street legal. The truck is rusted almost everywhere on the undercarriage and some pieces of the body panels are falling off. There are large pits in the body too. There is a rusted out hole where I can stick my finger through in the chassis, just before the pressure bearing leaf-springs. The truck engine runs well but there are no brakes-they were cut and there is not a brake master cylinder. The clutch is currently out of commission. The car moves forward and backward, however, when trying to start it in reverse or first gear. It needs a new glass headlight. The radiator has a small hole in it. Also, the floorboards are rotted out and need to be replaced, but that will cost me nothing to replace. The other good parts @ the truck are that the essential electrical system works fairly well and the tires are in good condition.
