Usually the channel that the rubber sits in has just enough corrosion that when you clean it up, the groove for the weatherstrip is wider than when it was new. Use 3m black weatherstrip adhesive, it works great & will never come off. Be sure to apply the adhesive to both the rubber & the frame. Don't let the glue get too tacky or it'll be hard to get the rubber into the groove. Be sure to get black adhesive.....if you use the yellow it will look like hell. Have fun!
