are you sure that is 10.9, not 11 (hint 11.00x16) and on what wheel? 37.8 and not 38? at what air pressure? I think yer making work for yourself...
HINT: on military tires you add the rim diameter (16) to the tire size...x2 (16x2=32+16=38) and you have a good idea of the tire's diameter (except the 12.50x20 michelins which are actually the same diameter as the 11x16's). Clear as mud, no?
