Offering 2 items for a given price is a common ploy designed to get the consumer to buy two items instead of the one that they really need. In reality, in most cases, if the consumer were to go to the counter with only the 1 item, he would only get charged half of the 2-item price. So Bob's assertion that he was going to get ripped off is not so outrageous.
