If it's a FF, then these are the two procedures from the Dodge Truck Shop Manual

1. "Turn the bearing adjusting nut until the bearings are tight so that the wheel cannot be shaken by hand, but can be rotated without binding." In other words you tighten until you no longer feel any side-to-side bearing play.

2. "Turn the adjusting nut tight and back it off about 1/6 turn.

Using my method results in 3-5 pounds (tight). If you use 30 pounds, that's significantly more than the manual requires and can result in the bearings seizing. I would not tighten to 30 pounds.
