Wheel Bearing Adjustment

How come when I have the rear wheel bearings all adjusted, I put the lock ring on, and then I tighten the outer lock nut, the wheel turns harder? Also, in the manual, it says to turn the adjusting nut down "tight," then back off 1/6 turn, but I have a really big wrench and I don't want to over do it. How tight is tight? [This is for a WM300] Thanks
