Cliff, if those 3/8-16 UNC threads are not worn out so far as to allow to the 3/8" bolt to slip easily through, then you can drill the hole to 25/64". This is the correct drill size in order to tap the hole for a 7/16-20 UNF bolt. There should be enough material to go up to a bolt of this size. Drill the mount to 29/64" or 15/32" for clearance.
