When using silicone for gaskets, you need to tighten the bolts enough to smooth out the silicone into a gasket-like shape, but you don't want to torque them down fully until it has set up, otherwise you'll squeeze it all out.

Also when using any kind of slippery gasket dressing on a thick, soft gasket like a rubber or cork valve cover or oil pan gasket, it's important to cement one side of the gasket in place otherwise the gasket itself is likely to get squeezed out of place. This isn't an issue with thin paper wheel hub gaskets though. Even just a coating of grease on each side is usually okay for those, and makes it easier to pull the hubs when you need to.
