Yes it is from expansion. Yes it is normal. The rubber gasket takes up most of the excess space. As an non-original alternative, you can use silicone which will fill gaps. You might try filling the frame with foam spray insulation or silicone. I just used rust converter and primer. Ken & Linda's PW restoration page has a nice treatment of this topic.
