Tire size and Rim Size Question - sorry about the caps

I am new here and am struggling with the technical details of tire sizing. I would think that if the rim is 6.5 x 16 that the tire would be the same - now I am guessing that the tire dimension has nothing to do with the rim width - and therefore there must be another tire spec that is typically not published. What I mean is that if the rim is 6.5 inches wide (I assume the inside dimension bead to bead) then the tire dimension of "9" must be refering to the outer width dimension of the tire - right? The 16 dimension has nothing to do with the tire diameter and only to do with the size of rim it mounts on - correct? That means that there is a dimension missing from the tire too. Would not most people want to know how tall it is? Ok - with all that said I am looking for a standard rim and wheel for the PW and a tire about 10" wide and 36" tall. A tall, skinny tire. Now - many tire dimensions are given in entirely different units (mm I guess). Any light or agreement to share. Not screaming - just had cap locks on by mistake.
