I am a veterinarian, and I have treated iguanas (but they are not a specialty). The main thing is to put a thermometer in his environment and get it up to about 80-90 degrees. You may also want to contact a larger zoo (Des Moines?) for long term care, as the comment about legality issues sounds legit to me.
If you end up keeping it, the number one problem with iguanas is that people don't feed them properly, and they develop a calcium deficiency. This can be fatal over a period of time. Consulting a good husbandry book is paramount.
