Sounds like the timing gears are set up wrong. Here are some tips:
(1)#1 Cylinder is the front one, closest to the radiator, not the firewall!
(2)These crank pulley's are not dampened so they can't be "spun".
(3) The distributor can not cause your engine timing to be off. Even with the distributor removed your pulley would be 180 off.
(4) You could check the pulley to see if it sheared the woodruff key, otherwise it's probably the timing gears.
(5) The best way to check the pulley or the gears is with the radiator removed!
