If you mill the head enough to get the compression up, you'll kill the breathing, remember that all the air going into the cylinder must go between the head and the block.
In addition, most old L-head designs have poor combustion chambers that will cause detonation from hell even with premium fuel at "modern" compression ratios.
Just a little I learned working on sidevalve V8's with only 6 exhaust ports!
