My $0.02. When I installed a rebuilt 230 engine in my WC 12 it didn't start. After checking the ignition system, firing order, etc., fuel system, and pulling off the timing chain cover to see if it jumped a tooth, I found the problem. The starter didn't turn the engine over fast enough to seat the rings. I even tried jumping the starter with a 12 volt battery. After pulling it around the yard once, it started. After that, the starter worked just fine. Good luck.
